WebGPURenderer: Support KTX Compressed texture in the WebGL Backend #27463

The async behavior of the init method of the WebGLBackend has been removed as it breaks loaders such as KTX2Loader that depends on a webgl context and/or the renderer to be initialized.

Took the opportunity to move the texture related methods of the WebGLBackend to WebGLTextureUtils to align with the WebGPUBackend architecture.

Removed the isGPU check from the webgpu_loader_gltf_compressed as it now works with the WebGLBackend:
