capc: remove custom service accounts to assume default accounts

CAPC is receiving errors from presubmit checks that seem to be related to the service account used.

@ameukam suggested removing the custom service accounts so the system uses defaults.

Its unclear to me whether this will actually fix the problem so clarification is also appreciated.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
