Description
When you beat Quests, you get a reward with kudos, which have a limited supply. As a result, over time quests become 'dead' -- eg there are no rewards left in the kudos they are all consumed by winners.
This wasnt a problem in the past, I (kevin) would just go in and refill them with fresh kudos everyday.
But since there is 10x usage of quests since gitcoindao launch, this has become a more pressing issue.
So I wrote this PR which refills deadbeat quests with freshie kudos on a daily basis
