User Story

As a bounty funder, if my bounty is expired, I can't payout.

Why Is this Needed

Add a notification to the funder that if their bounty is expired, they can't payout. They must ensure that the bounty is not expired before taking further action.

Description

@thelostone-mc - is this a modal or email? can you add description to your idealized solution?

Current Behavior

No notification.

Expected Behavior

Notification to the funder that if the bounty is expired, they can't do payout actions.
