[Misc] Move print_*_once from utils to logger

Clean up the vllm.utils file a bit by moving the print_*_once functions to the logger itself.

I'm planning further changes to the vllm.utils file. It has become quite disorganized over time.

Just a reminder: PRs would not trigger full CI run by default. Instead, it would only run fastcheck CI which starts running only a small and essential subset of CI tests to quickly catch errors.
