For batch-processing (e.g. when testing), an option --no would be helpful:

--no           Do not ask for confirmation to remove news fragments, assume "no".

I just realized that I would like this as well (and may add it to my PR), this is to be able to create a "current" release note for development version documentations.

- Add ``create`` subcommand, which can be used to quickly create a news
