Main motivation behind this is that CentOS 7 is reaching its end of life on June 30, 2024 and Rocky Linux is strongly supported by Google Cloud Platform. BREAKING CHANGE: replaces existing default value for instance_template module

Replace the default boot disk image for
instance_templatemodule from CentOS 7 to Rock Linux 9 optimized for GCP.Main motivation behind that MR is that CentOS 7 is reaching its end of life on June 30, 2024 and Rocky Linux is strongly supported by Google Cloud Platform [1] (GCP optimized image is a great sign of that support).
