Add support for custom _somesass.applyExtractCodeAction command.

The addition of priority_selector is to fix a conflict with LSP-css. Note that for this to help, it depends on an LSP fix from sublimelsp/LSP#2538

Resolves #2

Thanks for this, my Python knowledge is really limited so I didn’t know where to really start :)

Should we create special command in LSP-some-sass.sublime-commands for this?

No, there is no point in exposing such command in the UI. It's meant to be triggered from code actions only.
