How about return this.getMaximumConcurrentTasks() > 0 && this.getCurrentTaskExecutionCount() >= this.getMaximumConcurrentTasks();
This would allow a value of 0 to indicate no limit since 0 would normally mean no tasks can be executed

Also we need a unit test.
