[Nokia][Device] Add device files for fabric monitor feature and set linkscan interval for Ramon #19144

Why I did it

The device files for fabric monitor feature was not present for Nokia platforms. Also the linkscan interval needs to be enabled for later BCM SDK versions

How I did it

1)Added device files for fabric monitor feature for Nokia IMM and SUP platforms
2) Set the linkscan interval for Ramons via sai_postinit_cmd.soc since setting via .bcm config is broken is not supported in SAI 10.X (CS00012345930)

How to verify it

1)Verified that the load_mingraph loads the fabric monitor device files and saved in the CONFIG_DB.
2)linkscan value is set correctly in BCM for Ramons
