Warp syncing doesn't work if database is too recent #1171

After #1060 we now only query warp sync fragments from sources that are above the current finalized block + 10.

Unfortunately, if the database is too recent, it's likely that no source is high enough, and thus that there is nobody to query.

This issue would also be fixed by #1109
