is this really
DefTermParamClause
, or can it beFunParamClause

It s a DefTypeParamClause. Modifiers and default values are allowed.

how do we resolve ambiguity between
DefTermParamClause
and'(' FunArgTypes ')'
, especially since a simple type can look like a parameter?
