The only part of N2A that touches on cryptography is the SSH bridge used to communicate with remote systems. Currently this is provided by the Apache MINA SSHD library. This in turn relies on Java Cryptography Extension (JCE) and providers that come the with Java Virtual Machine (JVM). These are publicly-available software.
US export control laws limit the distribution of software used in the development of neuromorphic processors. Since this tool is used only to program such processors, not engineer them, we believe that backends for neuromorphic processors are permissible in the public release.
