New lint: Recommend using `ptr::eq` when possible This is based almost entirely on the code available in the previous PR rust-lang#4596. I merely updated the code to make it compile. This patch renames the pax-marks option to the more appropriate pax-flags. It also removes certain tool detection at OSes that won't ever need them and fixes a small GRSecurity detection documentation error.
