Introduce `*mut` and `*const` to the parser which for now are semantically equivalent. Add fact `Derefs(T, U) :- T == *const/mut U`.

Introduce
*mutand*constto the parser which for now are semantically equivalent. Add factDerefs(T, U) :- T == *const/mut U. Part of #105.
