Document pip requirements for installation

We should document under https://virtualenv.pypa.io/en/latest/installation.html#via-pip pip minimal version requirement for both wheel and sdist.

I try to update the version pip and setuptools , as well as installed the virtualenv 20.0.10, it still shows missing zip pakage
