Since config settings do not propagate to requirements provided via requirements files, do not propagate them to dependencies either.

This PR follows the discussion around #11915 (comment).
It disables the propagation of config settings to dependencies, for better consistency.
It adds a few more tests for config settings propagation
Strictly speaking, this is a breaking change. Doing a proper deprecation cycle for this sounds quite complex though. My intuition is that if users had relied on that propagation to dependencies, we would have gotten reports that it broke as soon as a dependency was added to a requirements file.
