Update spec tests to
v1.3.0 rc.2-hotfixUnfortunately, a spec test bug was discovered during
v1.3.0 rc.2, sov1.3.0 rc.2-hotfixwas released for the patch. To accommodate, this PR introduced another URL variable for hotfix which I'm sure we can consolidate back in the later release
