What does this PR do? Why is it needed?
Currently, lists are not supported in any way from our yml config files. This PR introduces, in a bit of a dirty way, list yml processing for the web3signer flag validators-external-signer-public-keys. this will convert the list into a string with commas at run time

Fixes #11009
