This PR:

  • Enables strong naming with one key for all projects in this repo (closes Strongly named assembly #175)
  • Separates the project versions: From 3.X on, projects will have independent versioning and release notes. All extensions packages will use package references instead of project references to Plotly.NET (once the first 3.X preview of the base package is released). This is mainly done because equal versioning is not feasible for Plotly.NET.CSharp, as it will have many small releases in the future. This also eliminates unnecessary package uploads to extension packages when only the base package is updated.
