Make always on top work properly on Arch Linux #216

Fixes #207

I don't actually know if this fixes the problem, but it's the only thing I've been able to come up with. Do we have an easy way for the person who reported this problem to try an Arch Linux build with this fix in it prior to merging?

Have no idea but suggest we merge and try in next beta since this won't break anything of operational substance in the product

Let me make sure I didn't break it on Windows then I will convert it from draft

Confirmed all three on top modes still work on Windows.
