This PR adds support for virtual interfaces to dhcrelay. Actually, people using IPsec vti tunnels have to set up another device to relay dhcp requests from remote sites when pfSense could do it.

Since Kea does not provide dhcp relay for now and since the old isc-dhcp project is in "maintenance mode", it seems unlikely to have another solution for this configuration soon.
