Increase animated stickers max time.

Description

Limit the output size of animated stickers instead of being limited on time. ffmpeg will automatically change output time based on the max size of 1M forced by Whatsapp.

Motivation and Context

Have longer animated stickers while still following max size forced by Whatsapp.

How Has This Been Tested

Tested a couple times, never ran into crashes/errors.
