Publish a new release of smoldot-light (v0.6.31)

I'm not sure what the correct procedure for bumping and publishing releases is, so I'll make an issue instead of a PR myself.
The bug fixed in #2686 makes it possible to make extrinsic calls from the light client in the 2 chains that were recently pushed to polkadot.js/apps, so publishing this would allow for that update to further propagate down until it can eventually reach polkadot.js/apps and allow those chains to fully function.
