While constructing the btc parachain for rococo, we have faced significant slowdowns during compilation. The reason for this is that we now rely on polkadot, which compiles all runtimes (polkadot, kusama, westend, rococo) and leads to the aforementioned issues. If cargo features could act as a gatekeeper for these runtimes, I am confident that it would substantially enhance our compilation times.

There are already features and it should only compile the Polkadot runtime by default. We are also working on improving this.

This prevents accidental expensive lookups while remaining relatively
fast vs Blake2_128 and resistant to attacks that cause prefix
