[QA] files appear in parent folder during web upload #11803

Describe the bug

Steps to reproduce

prepare a folder "5000p" with 5000 PNG images on a local machine
log in to an ocis instance via web ui, create a "sub" folder
upload "5000p" into "sub"
while the upload is in progress, use another browser window to
visit "sub" -> the folder "5000p" is there. OK
refresh this view a few times. Only the folder "5000p" is there. OK
visit "5000p" -> a file listing appears. OK
click back to "sub" -> some files appear there, next to "5000p". BAD
refresh. The files disappear, only "5000p" remains.
This can be repeated as long as the upload is in progress. Okayish.
Afterwards, no glitches occur

Expected behavior

All files only appear in the correct folder, where they really, are, regardless what the users click in the web ui

Actual behavior

Clicking the parent "sub" folder via breadcrumbs, some files appear there during upload, that should not.

Previously, there was an issue where we could get an error while getting

success value instead. This is fixed now and we're returning the error.

    In addition, the public keys weren't being cached, so we hit the
/hosting/discovery endpoint every time we need to use the public keys.
The keys
are now cached so we don't need to hit the endpoint more than what we
need.
