What is the purpose of the change

This change is required for adapting wasmd v0.27 for Osmosis. It enables state sync with cosmwasm by adding hooks.

Preliminary tests show that wasmd v0.27 works with this change

Brief Changelog

  • backported the change
  • removed unrelated test that was accidentally backported
