e84572e removed the license field without any consultation.

For starters this should have been first discussed through a PR so I'm asking that it be reverted and instead put forward in a PR that can be discussed.

Regarding the issue, license might not be used downstream by editors but that just means maybe it can be dropped from the output.

On of ELI's jobs is to ensure that imagery added to the index is licensed in a way that OSM contributors can trace from. The license is an important way to show that. If its CC0it can be used ifCC-BY` it can be used with a waiver.
