Summary of changes
The behavior on Windows (the only user) is suboptimal, with multiple icons (one for each notification), that tend to stay until exit.
Fallback to the Qt handler. It looks okay (much better than on Linux), although the icons could use some sprucing up.
Partially address #1502.
