Create the empty npm folder in Roaming\Appdata so that non-Administrator users have a place to store global packages. This fixes the error Error: ENOENT, stat error that occurs when a user tries to run the npm install <package> command. Fixes nodejs#8141

Yeah it does make more sense to put it under the npm feature element. I'll move it there and get you a new fix. |
Better still you can install a older version of nodeJS. That works. there is a bug with version 32 |
