Updating the tasks.py and the Docker development environment to match a newer plugin template, including using @nniehoff's Nautobot docker container (nautobot/nautobot#195) to speed up the build and CI process.
Also add DockerHub login credentials to Travis-CI to avoid hitting DockerHub rate limits for anonymous users.
