(APG-456c) Show POM details below Referrer details

Context

As part of ‘referral details’ in both the POM and PT journeys we need to display who the primary POM is, along with their email address.

Changes in this PR

Updated ShowReferralUtils.submissionSummaryListRows to return POM details.
