Recovery Build Publishing

There are 3 things you need to do for updating a release note for recovery build:

  • The DownloadVersion in the metadata. Bump it from the stable version to patch version. For example, from 1.28.0 to 1.28.1.
  • Add a note of this format to the top of the release note. The link goes to the recovery milestone. 
    **Update 1.28.1**: The update addresses these [issues](https://github.com/Microsoft/vscode/milestone/79?closed=1).
  • Add a horizontal rule right after <!-- DOWNLOAD_LINKS_PLACEHOLDER -->.
