this will enable one to make sure existing pan-graph data and code will always be compatible, and the user will be warned when there is an incompatibility (rather than being surpirsed with a cryptic error message).
now the pan-graph-json includes available functional annotation soruces for quick access

After fixing multiple conflicts with mete, we are ready to merge pangraph into master
