Follow-up to #15851.

On develop and release branches, CI builds the full suite of wheels. But this was failing: https://github.com/matrix-org/synapse/actions/runs/5518281629/jobs/10062024638

ERROR: Package 'matrix-synapse' requires a different Python: 3.7.13 not in '<4.0.0,>=3.8.0'

When triggered by CI, the workflow which builds wheels doesn't run the full suite so I have manually triggered the action here: https://github.com/matrix-org/synapse/actions/runs/5519638875

Since this only changes the cibuildwheel config I won't bother with a changelog entry and running the tests. Instead I will check that the action above passes. I would appreciate a quick look-over the comment I added to pyproject.toml.

it seems related to speed of build according to #14259.

ISTR that aarch64 builds are slow as hell because they don't run natively but inside qemu, and the non CPython versions are a lot less useful to people.

We may want to remove the TODO and add a pointer to #14259 instead. LGTM otherwise.

 - raises the minimum supported version of Python to 3.8, as Python 3.7 is now [end-of-life](https://devguide.python.org/versions/), and
 - removes deprecated config options related to worker deployment.
