Create a site for documentation utilizing Facebook's Docusaurus
Note: Not intending to go to master without comment, please run site and give feedback. To run site, execute
cd websitenpm run startTHIS PR WILL NOT ACTUALLY MAKE THE SITE EXIST
Somebody with formal push privileges to master will need to execute the publishing process specified at https://docusaurus.io/docs/en/publishing#using-github-pages
