Add polygon triangulation algorithms and Tri data structure #775

Adds two kinds of polygon triangulation:

  • via ear-clipping (fast but low-quality)
  • via Constrained Delaunay Triangulation (best quality)

Also adds the Tri class to represent triangulations in an efficient way.

As an illustration the following images show the ear-clipping and Constrained Delaunay triangulations of a large lake:

delaunay triangulation algorithm.

Adds PolygonTriangulator::triangulate() for a naive ear-clipped
triangulation, and ConstrainedDelaunayTriangulator::triangulate()
for a more aesthetically pleasing polygon triangulation.

Access for the CAPI is via GEOSConstrainedDelaunayTriangulation()
