Adds an example devcontainer for use with GitHub Codespaces
Enables Dependabot to manage dependencies for Go and GitHub Actions
Leverages a reusable workflow from @chrisreddington
Enables CodeQL scanning on push to / pull request targeting main, and on a schedule

Add dependabot version updates manifest for Go packages and GitHub Actions
