Python: bring back python 2.7 support for ansible 2.9 in supported EL distributions #8192

What type of PR is this?

What this PR does / why we need it:
With #8172 merged we should try to fix ansible 2.9 to work with python 2.7 on Linux distributions that supply this combination like RHEL7 and derivatives. While full CI coverage for this is difficult to maintain in the long run we can use requirements.txt capabilities to differentiate requirements based on python_version.

Python 2.7: revive python2.7 support on EL7, note that this is not properly exercised in CI.

@cristicalin You're right, I still see some customers with rhel or even centos 7 as kubernetes nodes
