What this PR does / why we need it: adding cloud_provider: gce (Google Cloud Platform's Google Compute Engine) to possible cloud providers to get working Load Balancers creation.

Fixes #8169

Does this PR introduce a user-facing change?:

Hi @lmercl. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@floryut Hello, I signed CLA 11/11/2021 at 13:57:24 UTC so should be signed before last run of pipeline. Should I do something more?

CLA is automatically detected (meaning there is no linked between signing and pushing time), but as you pushed commits with 2 separate email (one from @gmail.com and one from @itera.io), did you sign with both ? otherwise please rebase
