What type of PR is this?
/kind failing-test

What this PR does / why we need it:

We want to support testing under Kubernetes 1.15 and need updated rules for that. This PR also fixes the problem that the current rules reference a 1.14 deployment of "canary" images, which became problematic when making incompatible changes in the hostpath driver (driver name change).

Kubernetes also requires 1.12. We pick the latest stable release
for CI builds.
How a repo does vendoring is detected based on the presence of
Gopkg.toml.

The vendor check with `dep` was all done locally, but the
corresponding check for `go mod` requires network access. The check
therefore gets skipped when running in the Prow CI in situations where
we are sure that it isn't needed (for example, in a periodic job).
build.make: allow repos to use 'go mod' for vendoring
By moving the code into a separate function, other CSI drivers have a
chance to overwrite it. For the hostpath driver itself we need the
ability to set the driver name depending on which revision is getting
installed.
with specific patch versions that kind 0.4.0 supports. Also, feature
gate setting is only supported on 1.15+ due to
kind.sigs.k8s.io/v1alpha3 and kubeadm.k8s.io/v1beta2 dependencies.

So the problem is that the current csi-release-tools rules only support alpha clusters on Kubernetes >= 1.15?

We probably don't loose much test coverage by simply avoid that problem and limiting alpha testing to recent Kubernetes. However, a better solution would be to make the alpha cluster creation depend on the Kubernetes version. If you want, then I can look into that.

Feel free to look into extending the prow job to handle different versions, but I think it will be painful to maintain if the configs are going to be different and incompatible across releases. Maybe can we store a template per version as files in the repo and then patch it in script? I think maintaining all the different configs in script is going to be very difficult to read.
