Fixed token timestamp beam decoding

-fixed token timestamps not decoded properly when using beam decoding
-integrated token timestamp decoding logic into respective decoders
-added silence_threshold to transcribe
-added min_dur to results_to_word_srt, results_to_token_srt, group_word_timestamps
