How to generate labeling layer ?
Warning: manual Labeling should only be used after having tested all automated labeling placement options. QGIS 2 now offers advanced capacities to compute the best placement and even can tune all labels options with fields or expression.
Manual labeling should only be used for fixed scale use cases, since labels are "pinned" to a definite place, probably sub optimal when zooming in/out and when adding other labeled layers.

Open some vector data layers you want to label

Select the layer you need to label in layers registry (blue highlight). If you need to label only some features, select them and you will be asked to label selected objects only

click EasyCustomLabeling button (or via menu entry)

Dialog to choose the field to use for labeling (you can modify it later in layer's labeling options):

The labeling layer is generated and added as "Label_mylayername" assuming selected layer's title is mylayername.
You are now ready to use all labeling tools. See How to customize labels ?
Note: If you have more than 500 objects in your layer or layer's selection, you will be warned of a potential huge layer. Maybe you should only label a sub selection ?
