feat: add tribes landing page

• builds out tribes landing page (only admin access )
• reorganize images for project logos + compressed them
• responsive design

I left some comment about png base64 in svg files, I know are companies logos but if we can't find the svgs lets use pngs so we can have lighter files. Base64 is cool for some cases but embed on svg are a nightmare.
