Problem/User Story

Currently bounty email matching and skills matching in onboard are using different logic.

Backend Fix matching (near term)
There is a discrepancy on how we match between email and onboarding tags. Make these two appoaches match.
Make it more accurate, what can we do that is low lift?

Definition of Done

• Investigate why these are different.
• Implement a solution so that the matching methodology is consistent
• Look at other places as well
• Improve logic if it is a low lift so that matching overall can be more accurate.
