Primarily to help the startup script work standalone in macOS Homebrew installs outside of /usr/local (e.g. on Apple Silicon Macs).

This combined with fluree/homebrew-flureedb#4 should fix the homebrew issues caused by their recent move to
/opt/homebrewfor Apple Silicon Macs (and/or our overly-stringent assumptions about which directories to search for system-wide config files, depending on your perspective). :)
