Bump Golang version to 1.21 and replace slice utils with stdlib #1049

What this PR does / why we need it:

This bumps the Golang version used to build the module to 1.21. That enables us to make use of the new slices package, which implements generic functions over slices. Using those, we can remove the hand-crafted utils and replace them with direct usage of the standard library.

Does this PR introduced a user-facing change?

None

You may need to sign your commit by:

git commit -s --amend
git push -f

And also please take a look at the CI errors, thanks!
