stargate-migrate commands did not create default state for ibc and airdrop modules, resulting in impossibility to export the state later on. export was failing with error: `panic: UnmarshalJSON cannot decode empty bytes` on a `github.com/cosmos/cosmos-sdk/x/params/types.Subspace.Get` call
