this relates to jupyter/nbgrader#1306
we are running into some really odd formgrader and feedback issues ... i noticed that nbgrader has traitlets and nbconvert pinned. downgrading locally did work for me. it's hard to test this on the hub because you can't restart the entire hub envt without shutting down the pod and then the image rebuilds (negating any changes you've made)...
