This updates ClangSharpPInvokeGenerator to pack as a global tool. Noting that this requires
libClangandlibClangSharpto exist somewhere on the path already. This is a due to a limitation in dotnet global tools not easily allowing rid specific distributions and thelibClangdependencies being quite large.
